Water Quality and BMP's
The CWA (Clean Water Act) provides that each State produce a plan or structure to effectively deal with both point and non-point source pollutants. In California the Regional Water Quality Control Boards serve this purpose. Each board has drafted regulations and guidelines to identify and control runoff, including sediment. In addition each County has drafted regulations to address issues of runoff control. CalTrans has responded by producing a guidance document that addresses by region these regulations in order to accomplish their never-ending construction and maintenance. Based on these guidelines and modified by local regulations JMA identifies issues, drafts plans to meet those issues, and provides support in the field to meet storm-water and water quality requirements.

BMP (Best Management Practices) are the tools and procedures utilized to control erosion, sedimentation, track-out and air quality at the project site. Specific BMP’s vary according to locale, schedule, budget, and local regulatory requirements. The effective deployment of BMP’s insures favorable review by various agencies and inspectors. Documents such as SWPPP (Storm Water Pollution Prevention Plan), BMP plan, and SWQMP (Stormwater Quality Management Plan) are required as living documents amended during the project to ensure compliance under changing conditions.
